Per both People and CBS News, the suspect wrote a “manifesto” of sorts that allegedly outlined his intention to target administrative officials at the gala dinner.

Per the written document, he stated that while he didn’t intend to target other attendees and members of the hotel staff, he wouldn’t risk not attacking them. “I really hope it doesn’t come to that,” he added.

An official from the White House told People: “The suspect’s written manifesto clearly stated he wanted to target administration officials.”

Acting Attorney General Todd Blanche also explained during an appearance on Face the Nation with Margaret Brennan on Sunday that while they don’t have a clear motive just yet, “We do believe, based upon just a very preliminary start to understanding what happened, that he was targeting members of the administration.”
