A doctor in Virginia has been charged with two sex crime counts after he allegedly told a victim that he had a “fantasy” about her.
Richmond Police charged Frank Ramsey, 83, with felony object sexual penetration and misdemeanor assault and battery on August 11, 2025.
At the time of his arrest, he was working part-time at a Patient First location in Chesterfield County.
Ramsey reportedly entered a Richmond-area hospital on August 6, 2025, to visit a family friend, identified as Individual A in the board’s allegation statement viewed by CBS 6. The board claimed that he attempted to kiss Individual A on the lips, as well as penetrated her vagina with several fingers without her consent.
The victim told a board investigator that she’d met Ramsey and his wife through church, while a nurse told the investigator that the victim said she and Ramsey’s wife were “best friends.”
She also told authorities that Ramsey allegedly said to her, “I want to feel your p***y. My job is to make you feel better.”
The board order also included text messages allegedly exchanged between Ramsey and the victim.
“I am so ashamed of myself. [Dr. Ramsey’s spouse] had nothing to do with what I did. I told her about my fantasy about making you feel better. She said, ‘Don’t you dare,’” Ramsey allegedly wrote in one message.
Another alleged message from Ramsey read, “I apologize. Really was trying to make you feel better, but it didn’t do much or not at all. It will not happen again. Hope we can still be friends.”
Ramsey also reportedly sent an email to a board investigator in October 2025, stating that he would voluntarily surrender his DEA license and was willing to surrender his Virginia medical license to the board. Additionally, he said that he did not plan to renew his license to practice medicine. His license later expired on January 31.
CBS 6 reported that the Virginia Board of Medicine officially suspended Ramsey’s right to renew his license to practice medicine on February 19 in light of the charges.
Ramsey can contest the suspension at a formal hearing before the Board of Medicine, which is scheduled to take place on April 3.
Meanwhile, he is next scheduled to appear in court regarding the criminal charges on Wednesday, March 4.
It is not currently clear if Ramsey has entered a plea, though CBS 6 reported that his attorney said he is feeble and his mental status is starting to decline during an August 2025 court appearance.
Ramsey was granted a $2,500 bond and was placed under house arrest in August 2025, according to 12 On Your Side.
The Richmond Police Department did not immediately respond to Us Weekly’s request for comment regarding the case.
Prior to his role at Patient First, Ramsey was a well-known doctor who worked in the ER at Chippenham Hospital. He started at the hospital in 1984 and continued to be employed there until he retired in April 2022, according to the Richmond Times Dispatch.
